Measuring Environmental Resilience Using Q-Methods: A Malaysian Perspective

Communities increasingly need tools that can help them assess the environmental risks they face to understand better their capacities in mitigation, preparedness, response, and recovery. Environmental resilience (ER) is a crucial feature of community not adequately covered literature. This paper proposes an inclusive, participatory approach achieve stakeholder engagement on definitions, objectives, indicators for measuring ER at level. study uses 5-step utilising Q-methods contextualise index Resilience (ER). An initial set 57 from 13 frameworks literature was reduced 25 by combining similar type, format terminology. A total 10 participants two groups (academics practitioners) took part interviews Q-sort workshops Malaysia this study. Both identified Ecosystem monitoring as one most critical ER, closely followed rapid damage assessments effective communication system. The exercise also revealed marked differences between regarding importance fair access basic needs services citizens, priority academics, value building green infrastructure, practitioners, with significant difference natural defences community.
